Presents findings of a mission to China that examined science and technology (S&T) policy reforms introduced in 1985. Part I summarizes the principal impressions of S&T reform in China as perceived by mission participants, the main debates on Chinese S&T policy encountered during the mission, issues deserving of greater attention, and observation on current S&T policy as articulated in a 1995 decision on S&T progress. Part II provides detailed observations of the mission, starting with a lengthier discussion of the mission's understanding of the S&T reform process and of the concept of a national system of innovation. Commentary is then given on five specific areas of priority attention: basic research; the high technology sector; state-owned enterprises; agricultural research and rural development; and environmental and social development. Part III summarizes discussions and debates on Parts I and II, held in four cities and with the participation of various S&T policy stakeholders.
