The Fascist conception of life is an ideology, in which man is viewed in his immanent relation to a higher law…"Those who perceive nothing beyond opportunistic considerations fail to realize that Fascism is not only a system of government but, also and above all, a system of thought.”

The “higher law” is Dharma. The eternal law is Dharma and the negation of “opportunistic considerations” are part of the eight fold path and includes honor, duty and the moral code of your society.
